Before gaining access to the build modules, you have to apply for developer status and require approval from each of the platform holders in order to develop for their platforms. Additionally, an active Unity Pro subscription (or with a Preferred Platform license key provided by the respective platform holder) is required for development on these closed platforms.

Yes, you can build and deploy to closed platforms such as Nintendo Switch™, PlayStation®, Xbox®, and Google Stadia with an active Unity Pro subscription (or with a Preferred Platform license key provided by the respective platform holder).
